§ 1109. Street construction.

In order to assure that all roads that are to be dedicated for public use and maintenance, the following procedures shall apply:

The preparation of all dirt subgrades shall be done according to generally accepted site grading practices. These practices include but are not limited to:

(a)

No large rock, boulders, tree stumps or any other type of organic material shall be used as fill within the limits of the right-of-way.
